Rewitalizacja jest procesem naprawczym, prowadzącym do odnowy społecznej, ekonomicznej i przestrzennej miasta bądź jego fragmentów. Przeciwdziała degradacji przestrzeni miejskiej i jako taka powinna być integralną częścią polityki rozwoju miasta. Realizowany w Warszawie od 2005 r. Lokalny program rewitalizacji nie jest szczegółowym planem działania, ale strategią wyznaczającą cele rewitalizacji w skali całego miasta. Działania rewitalizacyjne w Warszawie zostały zdecentralizowane, w Programie bierze udział 15 dzielnic. Realizowane są zarówno projekty zgłaszane przez władze dzielnic, jak i projekty beneficjentów zewnętrznych. Działania rewitalizacyjne LPR prowadzone są przede wszystkim na obszarach mieszkaniowych. Rewitalizacji poddawane są także przestrzenie publiczne, tereny zieleni i ciągi komunikacyjne. Niewiele projektów realizowanych jest na terenach poprzemysłowych i niezagospodarowanych. Kompleksowa ocena efektów LPR możliwa będzie dopiero za kilka lub kilkanaście lat, ale już teraz można stwierdzić, że dzięki programowi uruchomiony został proces przywracania do życia zaniedbanych fragmentów miasta, jak i proces aktywizacji i integracji mieszkańców. Urban development is a continuous process determined by endo- and exogenous factors. City as a complex system, does not reach a state of equilibrium. Instead, the city is constantly evolving. Part of this evolution are changes of the basis of economic development of the city, its functions as well as changes of socio-demographic structures and forms of land use. Urban economy, community and urban space itself can experience crises. Urban renewal is a response to these situations, and as such should be an integral part of urban development policy. Local Revitalization Program in Warsaw is a strategic document which contains, among others, desired goals of revitalization activities, the priorities and principles of the Program, eligibility criteria of areas and projects to be incorporated into the Program. Renewal activities have been decentralized; local authorities of districts are responsible for preparation and implementation of District’s Microprograms of Revitalization (which constitute the whole Program). 15 districts joined the Program. Projects included in the Program are those proposed by districts’ authorities and other partners: external beneficiaries of projects, such as local communities, housing cooperatives, parishes, and different associations. Most districts included in their programs supporting projects designed to contribute to the further improvement of the situation in crisis areas. Urban renewal projects are carried out mainly in housing areas, particularly in deprived neighborhoods. Urban renewal concerns also public spaces, green areas and transportation corridors. Most of the ongoing projects are “hard” projects focused on improvements of physical development (infrastructure). It was noted that few projects are implemented on brownfield or undeveloped areas. Full evaluation of the Program will be possible in a few or several years after the Program ends. However, even at this stage of the Program advancement it can be stated that the Program has efficiently started the process of urban renewal, has contributed to social mobilization and integration of residents in deprived areas and involvement of other actors including NGOs.
