W warunkach krótkotrwałości spotkań jako produktów oraz różnorodności podmiotów tworzących ten rynek zaufanie jest uznawane za kluczowy czynnik nawiązywania i utrzymywania relacji, w konsekwencji przesądzający o dynamice rozwojowej tego rynku. Celem artykułu jest rozpoznanie procesu tworzenia zaufania między partnerem publicznym a prywatnym w sytuacji, gdy w początkowej fazie relacji ono nie występuje lub jest zastąpione nieufnością. Badania są oparte na dwóch studiach przypadków relacji o zróżnicowanym czasie trwania: współpracy na rzecz organizacji Światowego Kongresu Marketingu IMP w Poznaniu w 2016 roku oraz wspólnych działaniach Poznańskiej Lokalnej Organizacji Turystycznej i władz miasta Poznania na rzecz tworzenia lokalnego convention bureau w latach 2008-2017. Badania oparto na częściowo ustrukturyzowanych wywiadach pogłębionych przeprowadzonych z podmiotami występującymi jako strony relacji. Z badań wynika, że zaufanie jest procesem kompleksowym, elastycznym, a jego tworzenie polega na stopniowej zmianie postrzegania celu oraz ryzyka relacji przez partnerów z perspektywy indywidualnej na wspólną.

The briefness of meetings as products and the variety of entities comprising this market make trust the essential factor in establishing and maintaining relations, as a consequence determining the development dynamics of this market. The purpose of this article is to determine the process of creating trust between the public and the private partner in a situation where it does not exist in the initial relation phase or is substituted with distrust. The research is based on two case studies of relations with varied duration: cooperation for the World Marketing Congress IMP in Poznan in 2016, and shared operation of the Poznan Local Tourist Organization and the authorities of Poznan to create a local convention bureau in 2008-2017. The research was based on partially structurized in-depth interviews conducted with entities acting as sides of the relation. The research shows that trust is a complex and flexible process, and its creation consists of gradual change in the perception of the goal and risk of the relation by the partners from the individual perspective to a shared one.
