The Ukrainian economy restructuring on the basis of innovative models of development in today's conditions is the basis for economic growth and overcoming systemic crisis. The author substantiates the necessity of effective development of national economy innovative potential in terms of a significant amount internal and external risks and threats. It was proved that the productive changes in economic development possible in the case of developing and implementing an integrated management concept development of national economy innovative potential. The basic indicators characterizing formed innovative potential of the national economy were analysed. It was detected threats and opportunities for the effective development of innovative potential of the Ukrainian economy. The author carried out formalization of the basic (required) and additional (adequate) conditions forming and using innovative potential of the Ukrainian economy on base of generalization of the innovation processes development indicators in terms of their place in the economic system.
