The question about the direction of Ukraine’s political system appeared together with the Ukrainian Declaration of Independence in 1991. Already in July 1991 Ukrainian political elites noticed necessity of creation of the office of President. Its powers testified to the fact, that Ukraine turns in the direction of the strong presidency as an institution capable of ensuring order and stability of young democracy – besides, it is noticeable also currently. Thus, taking under consideration two facts: the annulment of the amendment of Constitution from 8th December 2004 by Constitutional Court of Ukraine in 2010 and practice of holding an office by the head of the state, it is possible to describe Ukraine as presidential -parliamentary republic.
