The article describes FAA functional unit and it is also stressed FAA outstanding influence on USA aviation industry organization. Regularities of FAA formation are revealed as a governmental regulation structure in the civil aviation scope of action. The most important components of FAA functioning process, directions, politics, key activities were determined in the sphere of preparation of the future aviation specialists, especially it should be stressed when we speak about air traffic controller’s preparation. Such scientific methods as analysis, synthesis and comparison were used to reveal the core of the issue. It is worth to mention that FAA played and is playing outstanding role not only in flight management organization but also covers certification, control and safety issues. Special attention is concentrated on FAA structure, first of all on Air Traffic Organization, FAA Academy, education institute and technical center. FAA Academy education activity, education institute and technical center are being examined as the leaders in FAA sphere and also their main characteristics and organizational principles of aviation specialist’s education. FAA academy provides such services as development and conduct training courses, plan, maintaining and management FAA’s distance learning systems and also provides training program management and consultation services. Training and testing of the future flight, air traffic control, technical and management personnel are part of FAA’s safety mission. FAA provide, promote and approve a wide range of training and testing opportunities. The FAA is powered by regulations to promote aviation safety and establish safety standards for civil aviation. The FAA achieves these objectives under the Code of Federal Regulations, which is codification of the general and permanent rules published by the executive departments and agencies of the United States Government. It is obviously that Code of Federal Regulations was also examined especially Title 14 Aeronautics and Space which includes all aspects of American civil aviation according to FAA norms and requirements. Foundation and development of legislative base and regulatory management are being traced, which played a key role in aviation higher education establishment. An attempt was made to find the spheres of application of USA aviation experience which has been obtained, with the aim of increasing efficiency and competitive ability of native education.
