The author discusses mechanisms of renewal procedure on the example of restoring to life a former suburb of Vannes, a Britanny town in France. On the basis of the experience gained there the author lists some factors which play an important role in this kind of undertakings, namely: 1. Housing policy rendered as a composite unity After the failure of „demolishing — reconstructional" urbanization, employed still in the last decade in rich wetern countries, the revitalization of an old district must be conceived as an element of a complex policy of town development and as an action covering every component of the district. 2. Atmosphere of confidence and continuity of actions Success is possible only with the continuity of renewal actions. No doubts should discourage individual efforts and much can be done by supporting the initiative of inhibitants. A positive encouragement of local authorities is much more effective than any administrative restrictions or pressures. One cannot demand from the inhibitants or owners to maintain and invest in their apartments under the threat of demolishing or expropriatation. 3. Financial incentive to undertake works In the majority of cases inhibitants and owners of buildings in degraded districts are not rich. They have to receive some financial assistance so that the renewal did not become a source of speculation or eviction. Subsidies and loans are necessary to encourage the owners and inhibitants to invest their own means, energy and time. 4. Pragmatic treatment of concrete implementation tasks If a general strategy of renewal has to be fixed, then the execution of partial current tasks should be subordinated to changing conditions. Starting from removal to substitute flats which can be arranged even within the family up to the execution of some plans of public land development, all this should depend on the existing circumstances. Common sense and initiatives of the persons dealing with a renewal process determine a strategy of partial procedures. 5. Engagement of local authorities The engagement of councillors and officers in problems of renewal and exemplary execution of some projects seems necessary. 6. Cooperation of all partners It is necessary to maintain a close cooperation between all organizations that participate in a renewal process (technical workshops, social organizations, field institutions of all the branches concerned, e.g. health and social welfare, monuments conservator et.c.). The basis of this cooperation is to provide all parties concerned with reliable information that determines the undertaking of works (e.g. a technical condition of the building, change in the ownership, level of rent, progress in services, trade). 7. Public opinion A cleverly stimulated public opinion may sometimes be more effective in undertaking renewal procedure than political and technical activities. The main role in its moulding is played by associations of the inhabitants. Even if in the first period they display unwillingness or distrust towards the proposals received as imposed, then in time they will become a transmitter of information and a link in the consultation of inhabitants. Still, there is no more effective way of the favourable moulding of public opinion than the example of well renewed flats or buildings.
