The article analyzes the attempts of the Bolshevik authotities of the Soviet Ukraine to form in 1919 an autonomic air force formation – Ukrainian Worker's and Peasant's Red Air Fleet. In order to do that basisc step were taken, whose aims were: obtaining, collecting and atoring aviation property, attempting to organize repairs and produce aviation equipment and plane engines, creating an aviator's school, creation ang organizing combat units, and even using military airplanes for international communication.
