Wyzwaniem dla polityki społecznej państw Unii Europejskiej jest dostosowanie tradycyjnych struktur i instytucji państwa dobrobytu do dynamicznych przemian gospodarczych i społecznych ostatnich dekad. Ze względu na obszerny zakres tej problematyki, w artykule ograniczono się do dwóch obszarów państwa dobrobytu o istotnym znaczeniu dla finansów publicznych i bezpieczeństwa socjalnego – systemu emerytalnego i systemu opieki zdrowotnej. Przedmiotem rozważań są przede wszystkim: (a) zagrożenia dla stabilności finansowej systemu emerytalnego i adekwatności emerytur oraz strategie przeciwdziałania tym zagrożeniom; (b) proces reformowania systemów opieki zdrowotnej w zakresie organizacji, zarządzania i finansowania w celu poprawy ich efektywności.

The challenge for the social policies of the European Union is to adapt the traditional structures and institutions of the welfare state to the dynamic economic and social changes of the last decades. Due to the extensive scope of this issue, this article is limited to two areas of the welfare state of key importance for public finance and social security – the pension system and the health care system. The main concerns are: (a) threats to the financial stability and adequacy of the pension system and strategies to counter these threats; (b) the process of reforming health care systems in terms of organization, management and funding to improve their effectiveness.
