Od lat ‘90 ubiegłego wieku trwa w Europie proces intensywnej konsolidacji sektora zbrojeniowego, początkowo na poziomie krajowym a później międzynarodowym, w celu ograniczenia fragmentacji rynku, biurokracji, zwiększenia potencjału, oraz zmniejszenia kosztów. Przejawem tego procesu jest powstawanie wielkich koncernów, takich jak Airbus Group, koncern MBDA, AgustaWestland, i spółka KNDS. Równolegle trwa proces integracji na poziomie międzynarodowo-prawnym. W 1996 roku podpisano porozumienie w sprawie utworzenia Organizacji Połączonej Współpracy w Dziedzinie Uzbrojenia (OCCAR). Przełomem było także utworzenie w 2004 roku Europejskiej Agencji Obrony, ustalającej jednolite standardy rynku wewnętrznego, zamówień publicznych i transferów. W 2016 roku Komisja Europejska opublikowała komunikat w sprawie przyjęcia Europejskiego Planu Działania na rzecz Obronności. Komisja zamierza budować Europejski Rynek Sprzętu Wojskowego oraz powołać Europejski Fundusz Obronny. Działania te wskazują na kształtowanie się zjawiska „dwóch prędkości”, z czołówką państw zdecydowanych na większą integrację w dziedzinie obronności.

Since the 90s, the process of extensive consolidation of the defense sector continues in Europe, initially at the national level, then internationally. This process is aimed to eliminate the fragmentation of the market, bureaucracy, increase capacity and reduce the costs. The progressive process of linking the European defence giants is for example: (a) the establishment of European Aeronautic Defence and Space Company, currently Airbus Group (merger of the German DASA, the French Aerospatiale Matra and the Spanish CASA), (b) merger in 2001, EADS, together with the British BAE Systems and the Italian Alenia emerging MBDA company, (c) a combination of the Italian Finmeccanica and the British company GKN in AgustaWestland, (d) or linkage in 2015 of companies Krauss-Maffei Wegmann and Nexter Systems (formerly Giat Industries) into the KNDS company. In parallel, the process of integration based on international law continues. In 1996, an agreement was signed on the establishment of the Organisation for Joint Armament Cooperation (OCCAR). The breakthrough was the creation in 2004 of the European Defence Agency, which basic competences are to uniform standards for the internal market, public procurement and transfers in armament market. On 30 November 2016 European Commission published a communication on the adoption of the European Action Plan on Defence. Commission intends to build the European Defence Equipment Market and establish the European Defence Fund, which is to be an instrument of support. The Fund shall consist of two windows: (a) research window, and (b) capability window. The future, however, indicates the formation of the phenomenon of "two-speed" with the leaders of countries determined to run closer integration in the field of defense.
