Autor wychodzi od zdefiniowania pojęć: „zbiorowość”, „społeczność”, „wspólnota lokalna”, „społeczność lokalna”, „władza lokalna”. W następnej kolejności definiuje procesy koncentracji i dekoncentracji oraz centralizacji i decentralizacji. Po tych rozważaniach koncentruje swoją uwagę na samorządzie terytorialnym i administracji rządowej w terenie oraz przytacza poglądy decydentów i opozycji na zjawisko dwuwładzy. Pierwsza część opracowania kończy się postawieniem pytań, na które należy poszukiwać odpowiedzi. W części drugiej Autor rekomenduje metodę analizy systemowej do badań lokalnych systemów. W trzystopniowej strukturze lokalności wyróżnia on system gminny jako nieredukowalny z punktu widzenia demokracji. Pozostałe dwa, czyli powiatowy i wojewódzki, winny być poddawane analizie, która rozstrzygnąć może o ich przydatności. W opracowaniu wyróżniono lokalny system społeczny, którego elementami są podsystemy: polityczny, ekonomiczny i kulturowy, lokalny system władztwa i lokalny system władzy. Wyodrębnienie systemu zależy od przyjętych celów badawczych. I tak, lokalny system społeczny bądź jego podsystemy są użyteczne do opisu, natomiast lokalne systemy władztwa czy władzy pomocne są przy badaniu funkcjonowania. Opracowanie kończy się wskazaniem kryteriów oceny lokalnego systemu władzy. Autor wyróżnia kryteria szczegółowe, takie jak wskaźniki partycypacji, decyzyjności, korupcji itd., oraz syntetyczne, polegające na pomiarze demokracji lokalnej czy rozwoju lokalnego społeczeństwa obywatelskiego.

The author begins with defining the basic notions: „collectivity”, “community”, “local community”, “local authority”. Next, he defines the processes of concentrating and de-concentrating as well as centralizing and decentralizing. In the further part, the author focuses on the local self-government and government administration locally as well as he shows the opinions formulated by the governing bodies and the opposition on the phenomenon of diarchy. The first part of the work is completed with a set of questions that need to be answered. The second part of the work, the author recommends the system analysis method in order to examine the local systems. In the three-level structure of population, he distinguishes the commune system as not reducible from the democratic point of view. The other two, i.e. district and regional ones should undergo the analysis that might settle the issue of their appropriability. In the article, the author identifies the local social system which has its subsystems: political, economic and cultural one, local dominion and system of local authority. The identification of the system depends on the adopted research aims. Thus, the local social system and its sub-systems are useful when it comes to description however the local systems of dominion or authority are useful when one examines their functionality. The work finishes with indication of the evaluation criteria of the local authority system. The author specifies the detailed criteria such as the criteria of participation, decisiveness, corruption, etc. and synthetic ones that enable to measure the local democracy or the development of local civic society.
