Rozwój nowych, wyrafinowanych środków walki, zdaniem wielu, zredukował wpływ środowiska na prowadzenie zbrojnych działań wojennych. Wprawdzie, konflikty zbrojne ostatniego ćwierćwiecza były bądź asymetryczne, bądź prowadzone w obszarach bardzo różnym od spotykanych w Europie, jednak jednoznacznie pokazały, że pogody i terenu lekceważyć niemożna. Sporządzane, w trakcie procesu planowania operacyjnego, analizy bez uwzględnienia wydarzeń historycznych są ułomne i niepełne. W związku z powyższym, w artykule, stanowiącym pierwszą część cyklu, poddałem analizie przyjętą koncepcję obrony Podkarpacia w przededniu wybuchu II Wojny Światowej w aspekcie warunków terenowych i klimatycznych tego obszaru.

The development of new sophisticated means of warfare, according to many, reduced the influence of environment on conducting war operations. Although the armed conflicts of the last 25 years have been either asym-metrical or carried out in areas completely different from European ones, they have explicitly proven that the weather and terrain cannot be ignored. Analyses made in the course of operational planning process are imperfect and incomplete without taking into consideration historical events. There-fore, the first part of the series of articles analyses the adopted defence concept of Podkarpacie on the eve of the outbreak of World War II from the perspective of terrain and climate conditions of this area.
