Bez pi e c z e ń s two wewn ę t r z n e to pojecie, które nie ma jednej spójnej definicji. W artykule przybliżono kilka z nich, zastrzegając, że nie mają one charakteru uniwersalnego. Odnoszą się one do państwa na określonym poziomie rozwoju cywilizacyjnego, które, dysponując rozbudowanym aparatem administracyjnym oraz różnego rodzaju służbami, realizuje rozliczne powinności, w tym związane z reagowaniem w wypadku wystąpienia klęsk żywiołowych, katastrof naturalnych czy awarii technicznych. W rezultacie przyjęto i uzasadniono, że bezpieczeństwo wewnętrzne – ujmowane w sensie uniwersalnym – należy wiązać ze stanem niezakłóconego funkcjonowania państwa, związanego z bezpieczeństwem jego organów oraz stabilnością życia społecznego, wynikającą z bezpieczeństwa osobistego i bezpieczeństwa egzystencji jego obywateli.

I n t e r n a l s e c u r i t y is a notion that does not have one clear definition. The author quotes some of them pointing out that none of those definitions is a universal one. They refer to a country with a certain level of development, with administration and different services and fulfilling certain obligations, such as response to any natural disasters or technical shutdowns. Based on the research the author claims that internal security, in the universal sense, means undisturbed functioning of a state, connected with the security of its authorities and stability of the social life, depending on personal safety and security of existence.
