Istota zabezpieczenia społecznego osób niepełnosprawnych wymaga funkcjonowania spójnego sytemu świadczeń socjalnych wobec tych osób. System ten powinien umożliwiać korzystanie z usług opiekuńczych, opieki medycznej, rehabilitacji leczniczej, społecznej i zawodowej oraz dofinansowania zakupu środków ortopedycznych i pomocowych. Dla osób niepełnosprawnych jest to istotne, ponieważ bez prawidłowo prowadzonej rehabilitacji i odpowiedniego sprzętu ortopedycznego nie są one w stanie egzystować w społeczeństwie w sposób przyjęty za normalny. System świadczeń socjalnych jest niedofinansowany i przytłoczony ogromem zadań. Świadczona pomoc ma charakter doraźny i niezaspokajający w pełni potrzeb. Mimo zapotrzebowania na tego typu świadczenia, instytucje odpowiedzialne za zabezpieczenie społeczne nie mogą sprostać oczekiwaniom, głównie ze względu na ograniczone środki finansowe.

The essence of social security of persons with disabilities requires the existence of a coherent system of social services to those persons. This system should enable persons with disability to have use of the services, care, medical care, medical, social and vocational rehabilitation and funding the purchase of orthopaedic and aid means. For people with disabilities, it is important because without a properly conducted rehabilitation and adequate orthopaedic supplies they are not able to exist in society in the manner accepted as normal. Diagnosis of the current system did not give grounds to bring unambiguous evaluation. You can make a modest assertion that this system is underfunded and burdened with too many tasks. Provided assistance is ad hoc in nature and does not meet all the needs. Despite the demand for this type of benefits, the institutions responsible for the social security cannot meet their expectations due to the lack of data and limited financial resources.
