The famous Latvian economist Karlis Balodis was born in 1864 in a small Latvian village called Koknese. In 1884 he started his studies at Tartu University, Faculty of Theology, from which he graduated in 1887. In 1895 Balodis went to Germany to continue his studies in statistics and economics at the universities of Munich and Berlin. In 1899 he became an associate professor at the University of Berlin. The most famous work of Karlis Balodis is 'Ein Blick in den Zukunftsstaat', which was first published in 1898 under the pseudonym Atlanticus. As a statistician, Balodis considered that the main goal of an economy is to satisfy people's basic needs, which are distinct from people's wants. These needs can be calculated statistically. A country's economy consists of two institutional sectors - the public sector, which is not driven by market forces but acts as in a planned economy - and the private sector, which deals with people's wants and is driven by market forces. Ideas of Balodis may seem naive from the contemporary point of view. Nevertheless, ideas regarding sustainable development, according to which it is important to limit unreasonable consumption, correspond to some degree with the ideas of Karlis Balodis.
