Modern approaches to evaluating and measuring innovative potential of the country are considered on the basis of scientific literature and statistical data. They are analyzed both on the regional and national levels. The authors' approach to measure the innovative potential of regional economies is offered. This approach is based on the theory, methodology and practice of the Kiev 'science of science' school. Attractive regional economies were determined on the basis of ranging innovative potential level of the regions of Ukraine.
