EU LISBON STRATEGY INDICATORS ON EDUCATION AND THEIR ASSESSMENT IN LATVIA

This article describes goals and tasks for the education system set by the European Union in the Lisbon strategy for the period till 2010. In view of the open method of coordination used in implementing the Lisbon strategy, particular attention has been paid to education indicators and benchmarks characteristic of these processes. The role of international comparative studies as the data source for creating, maintaining and developing main indicator systems has been analysed. Assessments and results of reference the Lisbon strategy's benchmark and indicator group Skills for the Knowledge Society were analysed within the framework of the OECD Programme for International Student Assessment (PISA), which focused on reading literacy, skills in mathematics and the natural sciences and which was administered in Latvia. The article documents improvement trends of these and other indicators in Latvia in comparison with other EU and OECD member states. The article also reflects the negative attitude of politicians involved in education towards Latvia's participation in assessment of indicators and the education system within the framework of international programmes, and it comments on the long-term consequences of such action.
