Artykuł charakteryzuje materiały przedstawione na dwóch seminariach organizowanych w trakcie 55. sesji plenarnej Konferencji Statystyków Europejskich (KSE) w Paryżu w czerwcu 2007 r. Na pierwszym seminarium zastanawiano się, jak zwiększyć skuteczność i efektywność funkcjonowania urzędów statystycznych poprzez: doskonalenie organizacji pracy, system programowania badań, bardziej wszechstronne wykorzystanie administracyjnych źródeł danych, lepszą współpracę z użytkownikami statystyki, podnoszenie poziomu kwalifikacji kadr oraz pełniejsze wykorzystanie technologii informacyjnych. Drugie seminarium poświęcone było omówieniu nowych wyzwań stojących przed statystyką, zwłaszcza w dziedzinie pełniejszego uwzględnienia wpływu innowacji i prac badawczo-rozwojowych na wzrost PKB, a także na poziom życia i wzrost wydajności pracowników. Omawiano też potrzebę bardziej wszechstronnego uwzględniania wpływu wzrostu gospodarczego na naturalne środowisko człowieka. Ważnym elementem dyskusji były problemy pomiaru kapitału ludzkiego i kapitału społecznego oraz możliwości odzwierciedlenia tych elementów kapitału w rachunkach narodowych. (abstrakt oryginalny)

In the article, the materials presented on two seminars organized during the 55' Conference of European Statisticians held in Paris (June 2007) are discussed. During the first seminar the participants were discussing, how to increase the effectiveness and efficiency of statistical offices functioning through: improvement in work organization, survey programming system, better administrative data sources' use, better cooperation with statistics users, improvement of staff qualifications level, and better use of information technologies. The subject of the second seminar concerned new challenges facing statistics, especially in the field of innovation, research and development works influence-on the growth of GDP. But also their influence on the level of life and workers' efficiency growth. The need of wider consideration of the economical growth influence on natural environment was also discussed. The important element of the discussion were problems of human and social capital measuring and possibilities to reflect these elements of capital in national accounts. (original abstract)
