The document in publication is a classified report by the special commission appointed in February 1940 by KC KP(b)B following a letter written by a reader addressed to editors of the newspaper 'Prawda' (Truth). In this letter the reader described a very difficult situation of the Bialystok inhabitants, particularly in such fields as a supply of necessities, and indicated lack of care and interest by local authorities as well as abuses by the party, police and army officials.The Commission admitted the reader's complaint and carried out a detailed evaluation of the situation in the city as well as the conduct of local authorities. The report presents the situation in such areas as: business and fight against profiteering, abuses committed by local officials, housing situation, problems of a large group of refugees in the city. It points out the need to eliminate shortages and proposes making appropriate decisions. The document contains rich facts and descriptions of the situation in the city. Moreover, in contrast to official documents, it admits that the situation of Bialystok's inhabitants got considerably worse after joining the USSR.
