Formation of the model of management by administrative-territorial units has been considered on the basis of theory of double managing: managing operations and programmes and projects management, and also basic structural elements of the model (values, potential, strategy, objectives, tasks). The model in question is also based on the use of axiological approach and is adapted to the modern management conceptions, in particular 'living management'. Creation (saving) of values for providing potential capability of territorial community to its effective functioning in conditions of indefinite external environment is one of the general management objectives of social and economic development of administrative units. The values of individual territorial communities are unidentical, that stipulates the uniqueness of strategies of administrative units.
