The main focus of this report is, on one hand, an attempt to define reasons implying social expectations towards health care system in Poland; on the other hand - to estimate opportunities of their fulfilment. Disparity between the amount of human, capital and material resources and the size of those expectations creates - so-called in economics - the ‘problem of rarity’. The fulfilment of social requirements (for example concerning increase in costs or subsidies in health care) and accomplishing the non-pay rule of all health services for the insured patients seems to be very difficult or - honestly saying - impossible to achieve.
