Today there are conducted in the USSR on a wide scale works on improvement of management automation processes.It seems especially advisable to utilize computerized management systems in improving effectiveness of adininistrntion of tho regional economy and in co-ordinating development of a given region. In administration field there can be utilized only properly processed information. In this connection arises a problem of building a common information system serving all functions and all organizational levels of the management system and hence the need for designing such information system which apart from tasks connected with recording, plannig, and operational management would also allow for automatic access to all indexos appearing in reports. At present construction of a system providing such information represents a very difficult task among others duo to big variety of forms in source documents at the oompany level, big influence exerted by branch ministries on designing and introduction of various forms of source document», big quantity of alphabetic information, presence of certain unnocossory fields in documents, annual changes in forms of reporting systems. The only correct way of improving the management process seems to be building comprehensive information systems serving all management functions. Advisability of computer-based information systems of this kind lies in integration of the information processing process irrespective of the place where given information is generated and where it is next transferred to be used. Construction of such information systems is a labour intensive, complex, and time-consuming process requiring changes in traditional forms and organization of management, documents circulation, habitual registration methods and ways, information transmission and processing.
