The article analyses a regulatory role played by the administrative commune’s organs and the communal administration subordinated to them. An impact exerted by the public authorities on economic activity, for which they are responsible, is an expression of the self-government intervention. This issue is linked with a change of the public power model, which has to be entrepreneurial and apply solutions promoting higher effectiveness. An important place is held in this process by the regulator’s position, which poses high specialist requirements before communal employees dealing with performance of this function in relation to operators of public services.
