Celem niniejszego artykułu jest przedstawienie konfliktu społecznego, u genezy którego leży spór o niewłaściwą lokalizację wysypiska śmieci. Konflikt ten rozegrał się w latach 1989-1995 pomiędzy mieszkańcami osiedla Nowosolna a przedstawicielami Zarządu Miasta Łodzi. Na łamach tego artykułu podjęło próbę pokazania jego przebiegu i mechanizmów, które do niego doprowadziły.

In 1985 a dumping ground „Nowosolna” was established in Nowosolna commune since 1988 Nowosolna has been annesed to the city of Łódź. In 1987 location was accepted by country’s Chief Sanitation Inspector providing termination of utilization in 1995 and collecting only non-organic and toxic wastes. In fact among wastes mentioned above there were also organic and communal wastes brough to dumping ground. Those wastes started affecting the environment and people living within the area. The most endangered element of the environment was subsoil water as the dumping ground was located just above „Main Reservoir of Subsoil water” - the olny reservoir of drinking water for dty of Łódź. There was no natural protection between dumping ground and reservoir, ignoring the layer of 20m thick penetrable sediments. Dumping ground was not protected by any dump-course either. People living next to dumping ground were also affected. Among the most bothersome factor they found: odour, noise, rodens, insects and diseases. Therefore waste collecting in Nowosolna which first became the „unwelcome guest” turned to be serious struggle. The aim of this article is to show the conflict of interests, its course and its reasons. To analyze the conflict it is necessery to define the problem, sides of conflict and action taken in order to solve the problem. In this case there were citizens of Nowosolna community as one side of the conflict and Łódź City Council representatives as their opponents. The problem was establishment of the dumping ground in Nowosolna commune and afterwards its inappropriate utilisation. In 1989-1995 citizens of Nowosolna community tried to persuade local authorities to close the dumping ground. They demanded monitoring the area to prove negative influence over local environment. They addressed numerous letters to local and national government in which they required to close the dumping ground. In 1993 they twice blocked the way to the ground causing problems to local traffic. At the same time they addressed Voivodship Council with a request to recall members of the City Council. Throughout this time local authorities did not take any decision to close dumping ground. Anyway the enclosure for ground was built, gas monitoring system and methan-burning system applied. In 1994 numerous meetings with City Council representatives and Nowosolna citizens were organized. City Council commited themselves to participate in financing a sewage system and recultivating the dumping area. The only matter of argument was the date of closing the ground. According to local government authorities the dumping ground was supposed to close in 1995, Chief Sanitation Inspector demanded to close in January, 1993. The ultimate enclosure of dumping ground „Nowosolna 1” took place in the begining of 1996. Remove selected
