Institutional Problems of Metropolitan Areas Management

Abstracts
Metropolitan areas are the most important elements of competing national economies. The nature of metropolitan areas, taking into account all dimensions of their functioning, is by far more complex than the scale of problems which may be encountered at an average local jurisdiction. Managing metropolitan areas in an efficient, effective and economically sound way is becoming an important tool for achieving stable competitive advantages by nations competing on a global level. The first part of the article deals with problems of failure in public institutions and other barriers of efficient metropolitan management. In next part foreign experiences are presented. The article is concluded with the set of practical recommendation concerning institutional and organizational approaches.
