Największym wydarzeniem historycznym schyłku XX w. był upadek Imperium Radzieckiego i powstanie na jego gruzach szeregu niepodległych państw, w tym Ukrainy. Załamanie się układu bipolarnego powołało do życia epokę geopolitycznej niestabilności, w tym ryzyko wybuchu konfliktów regionalnych i/lub lokalnych. Przed Ukrainą, jak i pozostałymi byłymi republikami radzieckimi, niezależnie od szeregu problemów wewnętrznych, konieczność wyboru celów geostrategicznych. Po upadku Związku Radzieckiego i załamaniu się porządku „zimnowojennego” Stany Zjednoczone zbliżyły się do statusu samodzielnego supermocarstwa. Problematyka stosunków ukraińsko-amerykańskich wykracza znacznie poza ramy relacji dwustronnych, dotyka interesów pozostałych europejskich państw i narodów. Stosunki ukraińsko-amerykańskie od początku lat 90. do pierwszych lat XXI w. przechodziły przez szereg faz. W trakcie ich rozwoju mieliśmy do czynienia tak z okresem konwergencji, kiedy to toczyły się poważne dyskusje na temat ustanowienia partnerstwa strategicznego w relacjach USA – Ukraina, jak i okresem politycznej wrogości, kiedy Waszyngton rozważał prawdopodobieństwo wprowadzenia sankcji przeciwko Kijowowi.

The most significant historical events of the late twentieth century was the collapse of the great communist empire – the Soviet Union – and the formation of new independent states, including Ukraine. This led to the fact that the geopolitical situation characterized by uncertainty, which in itself harbored a high risk of instability, and the potential of not only regional/local conflicts, but conflict on a global scale. Given this, Ukraine, as well as other former Soviet republics, along with numerous internal problems faced another – to determine their geo-strategic targets in the new world order. However, after the defeat of the USSR in the „Cold War” the United States is actually closer to the sole superpower. The decline/collapse of the Soviet Union brought the final step in the rapid rise of the United States – the main and most powerful state in the Western Hemisphere – that turned into a single and, indeed, the first truly global power. The problem of the Ukrainian-American relations goes far beyond the relationship of only two states. Touching the fate of other peoples and nations, especially the European region, each time she is becoming more distinct global dimension. In this context, the objective score achieved level of international cooperation between Ukraine and the United States allows new geopolitical accents dotting the world, to confirm and establish the fact of a significant change in the geopolitical and geo-strategic position of both countries, their place in the current world order. Ukrainian-American bilateral relations during early 1990s–early 2000s passed through both stages of convergence, when they discussed the possible strategic partnership the U.S. and Ukraine, as well as through political periods when hostility reached such a level that in Washington discussed the possibility of imposing sanctions against Ukraine.
