The aim of this communique was to draw attention to a new theoretical trend in the institutional econony referred to in the West a Public Choice ( theory of collective choice ). Its intention was to provide a general description of the methodological approach and not of the contents discussed with in the framework of this school. The basic constructive idea of Public Choice is interpretation of Keynesian and economioc of welfare as a theory o f market shortages end putting forward in opposition to these concepts a postulate of undertaking problems of shortages of the state treated as an economic entity.
