Unemployment is still a major problem in terms of both social and economic. Registration at the Labour Office on the one hand is a declaration seeking work, on the other hand gives some benefits for unemployed. These benefits may be to some people of such importance that they prefer to remain in the stock of unemployment than seeking employment. This means that from an economic point of view, such persons should not be considered as unemployed. One of the benefits that unemployed gain by the registration in the Labour Office is getting health insurance. The rules are prepared to deprive the unemployed of these rights. This text presenting an attempt to estimate and characterize a group of people that these changes will affect.
