W XXI wieku można zaobserwować wyraźne zmiany zachodzące w strukturze działalności innowacyjnych korporacji transnarodowych (KTN). Zmiany te objawiają się coraz większym stopniem delokalizacji działalności innowacyjnej, w tym badawczo-rozwojowej (B+R), m.in. przez dokonywanie bezpośrednich inwestycji zagranicznych (BIZ) w sektorach opierających swoją działalność na wykorzystywaniu wysokiej jakości kapitału ludzkiego. Artykuł ma na celu zidentyfikowanie obszarów geograficznych, które stanowią najbardziej atrakcyjne miejsca lokalizacji usług opartych na wiedzy (w tym szczególnie usług biznesowych), a także czynników, które decydują o tego rodzaju atrakcyjności inwestycyjnej krajów. Dodatkowym celem publikacji jest określenie implikacji wynikających z obecnej struktury globalnej działalności innowacyjnej dla polityki gospodarczej krajów przyjmujących. Zastosowana metodologia badawcza obejmuje analizę danych statystycznych oraz krytyczną analizę literatury przedmiotu, w tym tzw. Indeksu Lokalizacji Usług z roku 2016 (Global Services Location Index™ 2016), opracowanego przez firmę A. T. Kearney [A.T. Kearney Global Services…, 2016]. Przeprowadzone badania wskazują, iż obecne uwarunkowania gospodarcze, w tym tzw. rewolucja technologiczna, stwarzają krajom rozwijającym się (zwłaszcza azjatyckim) szanse podniesienia dynamiki wzrostu gospodarczego dzięki bezpośrednim inwestycjom zagranicznym wykorzystującym i rozwijającym lokalny kapitał ludzki. To struktura jakościowa i koszty kapitału opartego na wiedzy stanowią obecnie kluczowe czynniki lokalizacji inwestycji w obszarach działalności B+R i usług biznesowych.

In the twenty-first century, important changes can be observed in the structure of innovation activities conducted by transnational corporations (TNCs). TNCs are increasingly investing abroad in sectors based on human capital. This process, which can be called delocalisation of innovation activity, includes research and development (R&D). The paper aims to identify the most attractive geographical locations for knowledge-intensive foreign investments and investigate the factors which determine the attractiveness of these areas for business investment. The research is based on the analysis of data from the literature on the subject, including the Global Services Location Index™ 2016 [Kearney, 2016]. The author also discusses the general implications of the current state of global research and investment activity structure for the economic policy of host countries. The study reveals that the current trends in relocating business processes can accelerate the economic growth of developing countries (especially in Asia). This is mainly because of the fact that foreign investments utilize and develop local human capital. Another finding of the paper is that the quality structure and the costs of human capital are the key factors which influence the choice of location for investments in R&D and business services.
