Stale zmieniające się oblicze współczesnego świata wymusza potrzebę tworzenia coraz bardziej elastycznych struktur zapewniających właściwe, zgodne z duchem czasu zachowania państw. Zachowania te odnoszą się głównie do poszukiwania rozwiązań wspólnych problemów, procesów czy zjawisk, wymagających radykalnych działań międzynarodowych. Współczesny świat stwarza wiele sytuacji, w których państwa jako instytucje wykorzystują swoje siły militarne do realizacji pewnych celów i dążeń. Użycie siły militarnej, a w konsekwencji wojna, jest bowiem aktem przemocy.

The ever-changing face of the contemporary world enforces the need to establish ever more flexible structures ensuring appropriate behaviours of states, in line with the spirit of the time. These behaviours refer primarily to the seeking for solutions to shared problems, processes, and phenomena that require radical international actions. The contemporary world poses numerous situations when states as institutions make use of their military forces to attain certain objectives and ambitions, as the use of military force, and in consequence a war, is an act of violence.
