Niniejsze opracowanie jest próbą usystematyzowania problematyki działań operacyjnych Interpolu w aspekcie taktycznym oraz oceny ich efektywności w przeciwdziałaniu przestępczości transgranicznej. Nie ulega wątpliwości, że skuteczność zapobiegania zagrożeniom transgranicznym przez Interpol jest uzależniona od posiadania odpowiedniego statusu prawnego. W rzeczywistości podstawa prawna działania Interpolu z punktu widzenia prawa międzynarodowego publicznego nie może być uznana za optymalną. Ponadto prawo wtórne Interpolu nie ma bezpośredniego przełożenia na prawo narodowe poszczególnych państw członkowskich. Ze względu na obszerność problematyki w artykule pominięto wzajemne interakcje poszczególnych form działań operacyjnych w zakresie organizacji wymiany informacji kryminalnych i dostępu do baz danych.

The article is an attempt to systematize operational activities of Interpol and to assess its effectiveness in combating cross-border crime. There is no doubt that the effectiveness of the Interpol is strictly related to its legal status. In fact, legal framework of Interpol activity cannot be considered optimal as far as international public law is concerned. Furthermore, secondary legislation of Interpol does not have a direct impact on the national law of individual Member States. The topic of the mutual interactions of operational activities forms in the course of the exchange of criminal information and the access to databases has been omitted in the article due to the extent of the issue.
