Autorka omawia status i obowiązki spottersów – policjantów, będących obserwatorami środowiska kibiców, aktywnie zbierającymi informacje dotyczące konkretnego zjawiska, prowadzącymi rozpoznanie środowiska kibiców, identyfikującymi zagrożenia oraz współpracującymi z władzami klubów. Przedstawia okoliczności powołania instytucji spottersa w krajach europejskich, a także analizuje potrzebę zapewnienia bezpieczeństwa podczas meczów piłki nożnej w Polsce.

The author discusses the status and the responsibilities of spotters – police officers observing football fans circles and actively collecting information on certain phenomena, carrying out recognition of football fans circles, identifying threats, and cooperating with clubs authorities. She also presents the circumstances of appointing the institution of spotter in the European countries, and analyses the need to assure security during football matches in Poland
