Artykuł prezentuje rozważania dotyczące statusu Biura Ochrony Rządu. Wskazuje, iż formacja ta nawiązuje do tradycji służb ochrony najważniejszych osób w państwie tworzonych po odzyskaniu przez Polskę niepodległości w 1918 r. Służby te nie były jednolite. Część zadań z zakresu ochrony realizowały brygady złożone z policjantów, resztę zaś oddziały i adiutanci o statusie wojskowym. Jednak rzeczywistych korzeni BOR-u należy upatrywać w okresie po II wojnie światowej. To wówczas w ramach urzędów odpowiadających za bezpieczeństwo publiczne pojawiają się wyspecjalizowane jednostki odpowiedzialne za bezpieczeństwo VIP-ów. Składały się one z funkcjonariuszy Służby Bezpieczeństwa, a następnie żołnierzy. Równocześnie ochroną obiektów i urządzeń o szczególnym znaczeniu dla funkcjonowania państwa zajmowały się jednostki wojskowe. W 2001 r. weszła w życie ustawa, na podstawie której powstała nowa, aktualnie istniejąca służba przejmująca wszystkie zadania związane z ochroną osób, obiektów i urządzeń o szczególnym znaczeniu.

This article presents reflections on the status of the Government Protection Bureau. It shows that this formation refers to the tradition of the protection by state services of the most important people in the country which was created after Poland regained independence in 1918. These services were not uniform. Some of the tasks concerning the implementation of protection were realized by brigades made up of police officers, whilst the rest by the troops which had military status. However, the real roots of the Government Protection Bureau should be seen in the period after World War II. It was the time when specialized units responsible for VIP’s security started to appear as a part of the authorities responsible for public safety. They consisted of the Security Service officers and then of soldiers. At the same time, protection of facilities and equipment of particular importance for the functioning of the state was dealt with by military units. In 2001, new act was law was enacted and the latter created the basis for new and currently existing service which received all the tasks associated with the protection of people, facilities and equipment of special importance.
