This paper investigates the possibility of the new global international system, basing on the constructivistic interpretation of the “pluralistic security community” concept by K.W. Deutsch. Major tendencies in the international politics, which led to the securitization of the international agenda, are analyzed. The main attention is paid to the European Union as a regional security community. The conceptual backgrounds of European security area are analyzed through the process of EU development and political behaviour.
