The article aims to analyze the mechanisms and instruments designed to reduce the social impacts of climate policy implemented at the European Union and national levels. The considerations consider two-time perspectives, i.e., the short term, determined by the recent energy crisis, and the medium term, i.e., following the timetable of actions set out in the European climate law. The material points out the main problems of horizontal coordination of social and environmental policies at the EU level and identifies the main vertical challenges arising from the need for cooperation between EU institutions and nation-states. The article also demonstrates the contradiction between the priorities of the "green agenda" and the short-term measures taken to limit the increase in energy prices and reduce raw material dependence on Russia. The article analyzes financial instruments, pointing out their opportunities and limitations in combating energy poverty.

Celem artykułu jest analiza mechanizmów i instrumentów mających ograniczać skutki społeczne związane z polityką klimatyczną, wdrażanych zarówno na poziomie Unii Europejskiej, jak i narodowym. Rozważania uwzględniają dwie perspektywy czasowe, tj. krótkookresową, wyznaczoną poprzez ostatni kryzys energetyczny oraz średniookresową, a więc zgodną z harmonogramem działań określonych w europejskim prawie o klimacie. W materiale wskazano na główne problemy związane z horyzontalną koordynacją polityk: społecznej oraz ochrony środowiska naturalnego na poziomie UE, a także zidentyfikowano podstawowe wyzwania wertykalne wynikające z konieczności współpracy pomiędzy instytucjami unijnymi a państwami narodowymi. W artykule wykazano również na istnienie sprzeczności pomiędzy priorytetami „zielonej agendy”, a krótkoterminowymi działaniami podejmowanymi w celu ograniczenia wzrostu cen energii oraz zmniejszenia zależności surowcowej od Rosji. W dalszej części artykułu poddano analizie instrumenty finansowe, wskazując na ich możliwości i ograniczenia związane z przeciwdziałaniem ubóstwu energetycznemu.
