According to the 1996 constitution, ultimate executive authority resides with the president, who is elected for a five-year term. Ukraine’s president is elected by a two-round first-the-past voting system. The victory of Viktor Yushchenko and his public supporters in November – December 2004 against electoral fraud, and victory in the second election, has been at the least a minor victory to democracy. On July 24, 2009, the Verkhovna Rada amended the Law on Presidential Elections reducing the official presidential campaign from 120 to 90 days. The amended law on the presidential elections required candidates to pay deposit which will only be refunded to the two highest polling candidates that progressed to the second round of the election. Voters are permitted to vote at home during the presidential election.
