In Poland public procurement market for leasing supplies is estimated only at 1% of total leasing services market. Such a small percentage is determined by specific demand of public entities which are mostly operating in municipal and owellings sectors, public transportation, water-line, severage systems, and energy sector. The aim of the paper is an analysis and assessment of public procurement for supplies whose goals are the purchase of goods by the means of leasing, especially operating leasing contracts. The paper investigates competiveness in the analysed market in comparison with public procure- ment market for total supplies, stressing that the average number of offers is less beneficial for leasing. The analysis is conducted by using own data coming from individual announcements of the tenders published in the Public Procurement Bulletin and the Official Journal of the EU (in TED system) in the years 2012-2013 taking into account 137 contracts. The results prove that an average number of leasing companies participating in the Polish market of public procurement per one leasing contract is significantly lower than the same indificator for the total public contracts for supplies carried out by the Polish award entities both in terms of public procurement with value below and above the EU thresholds.
