E. Śmigły-Rydz przejął w 1935 r. kierowanie GISZ, dokonał zmian kadrowych w Sztabie Głównym (szefem Sztabu został gen. W. Stachiewicz) i zlecił opracowanie planu obrony granic Polski przed sąsiadami. Plan „Z” – przeciwniemiecki – dokonywał oceny sił III Rzeszy i jej możliwości działań przeciw Polsce. Ocena ta wymuszała utrzymanie gros własnego terytorium do czasu ofensywy sojuszników. Pierwsze fazy planu były opracowane, następne miały elementy improwizacji, co było wynikiem realnych kalkulacji i wariantowości rozwoju sytuacji wojennej. Polska w 1939 r. była do wojny przygotowana, cechowała ją determinacja obrony całości państwa a także poparcie całego narodu.

In 1935, Edward Śmigły-Rydz took over the management of GISZ (General Inspectorate of the Armed Forces), made personnel changes in the General Staff (General Wacław Stachiewicz became the Chief of the Staff) and commissioned the development of a plan to defend Poland's borders against its neighbours. The “Z” Plan “- against Germany - assessed the forces of the Third Reich and its capability of action against Poland. This assessment urged to maintain the majority of the Polish territory until the offensive of the allies.  The first stages of the plan were developed, the next ones had elements of improvisation, which was the result of real calculations and variants of the development of the war situation. In 1939, Poland was prepared for war; it was characterized by the determination to defend the whole country and support of the entire nation.
