Artykuł jest próbą porównania dwóch wyjątkowych, pionierskich aktów normatywnych torujących drogę rozwojowi współczesnego konstytucjonalizmu: Ustawy Rządowej z 3 maja 1791 r. oraz pierwszej francuskiej konstytucji monarchicznej, czyli Konstytucji Królestwa Francji z 3 września 1791 r. Autor nie ogranicza się jedynie do dogmatycznej interpretacji zawartych w nich przepisów, a jednocześnie stara się umiejętnie zastosować metodę badań porównawczych. Z konieczności wynikającej z ogromu przedmiotu badań autor musiał dokonać pewnego wyboru, poświęcając uwagę tym aspektom zagadnienia, które uznał za szczególnie ważne.

The article is an attempt to compare two exceptional, pioneering, normative acts which paved the way for the development of contemporary constitutionalism: the Polish Government Act of 3 May 1791 and, accepted a few months later – the first French monarchy constitution, that is the Constitution of the Kingdom of France of 3 September 1791. The author did not limit his work solely to a dogmatic interpretation of the regulations contained therein, but – at the same time – tried to effectively apply the comparative research method. Apart from analyzing and comparing specific legislative solutions contained in the laws, the author of this ambitious project did not fail to outline the historical background and circumstances in which the two examined constitutional acts were passed. Out of necessity determined by the vastness of the research subject matter, the author had to make a certain selection, devoting his attention to those aspects of the issue which he considered particularly important and worthy of attention.
