Praca jest szkicem prawno-ustrojowym wiążącym się z problematyką odzyskania przez Polskę niepodległości w 1918 r.  W zasadzie jednak koncentruje się ona wokół pytań dotyczących przyczyn i powodów, które doprowadziły, względnie umożliwiły odzyskanie niepodległości, rozciągając te problemy na lata 1914-1922 , kiedy miał miejsce skomplikowany proces odrodzenia narodowego  w okresie I wojny światowej po  moment ukształtowania się w pełni państwa polskiego w 1922 r.

The article is a legal and political sketch connected with the issue of regaining inde- pendence by Poland in 1918. In principle, however, it focuses on questions concerning the causes and reasons that led to, or made possible, the recovery of independence, extending these prob- lems to the years 1914-1922, when a complicated process of national revival took place during World War I, up to the moment when the Polish state was fully formed in 1922.

Der Artikel ist eine strukturell-rechtliche Skizze, die sich mit dem Aspekt der Wiedererlangung der Unabhängigkeit durch Polen im Jahr 1918 befasst. Im Grunde genom- men konzentriert er sich jedoch auf die Fragen nach den Ursachen und Gründen, die zur Un- abhängigkeit führten bzw. diese ermöglichten. Diese Probleme werden auf den Zeitraum 1914- 1922 erstreckt, also vom komplizierten Prozess der nationalen Wiederbelebung während des Ersten Weltkrieges bis zur vollständigen Bildung des polnischen Staates im Jahr 1922.
