The subject of the analysis in this article is the public procurement institution, regulated by the currently applicable Act – Public Procurement Law of 2019. This analysis concerns in particular the newly adopted legal provisions – new in relation to the previous ones. The legislator’s justification for introducing many new solutions was the desire to make it easier for entrepreneurs to participate in the difficult procurement process. Therefore, the aim of the article was to obtain an assessment in this respect, expressed by entrepreneurs participating in procurement. This assessment was obtained in the course of research in which the questionnaire tool containing questions aimed at obtaining the said assessment was used. The implementation of the assumed task was carried out by collecting responses from a specific group of entrepreneurs from the construction industry from the Pomeranian Voivodeship.

Przedmiotem analizy w niniejszym artykule jest instytucja zamówień publicznych, uregulowanych aktualnie obowiązującą ustawą – Prawo zamówień publicznych z 2019 r . Analiza ta dotyczy w szczególności nowoprzyjętych w niej zapisów prawnych – nowych w stosunku do obowiązujących poprzednio. Uzasadnieniem wprowadzenia przez ustawodawcę wielu nowych rozwiązań była chęć ułatwienia przedsiębiorcom uczestniczenia w niełatwym procesie zamówień. W artykule przedstawiono ocenę tych rozwiązań, uzyskaną w toku badań, w których wykorzystano narzędzie ankiety, zawierającej pytania ukierunkowane na pozyskanie wspomnianej oceny. Zadanie zostało zrealizowane przez zebranie odpowiedzi ze strony określonej grupy przedsiębiorców z branży budowlanej z województwa pomorskiego.
