Autor omawia problem proliferacji broni masowego rażenia jako kreatora kryzysów politycznych. W jego opinii broń ta, słusznie nazywana bronią atomowa biednych, stanowi najpoważniejszy czynnik kryzysogenny współczesnego świata. Tłem dla powyższych rozważań jest światowa polityka rozbrojeniowa. Autor przedstawia programy rozbrojeniowe obejmujące likwidacje jej zasobów, kreśli możliwe scenariusze jej wykorzystania w obecnej sytuacji międzynarodowej oraz ocenia skuteczność polityki nieproliferacji.

The author deals with the problem of the proliferation of the weapons of mass destruction. It is weapons of mass destruction, he admits, which contribute, to a greater degree, to the political crisis in the contemporary world. The author’s considerations are based on the armaments policy. He presents armament programmes which include the closure of resources of armaments policy and explains some pos-sibilities of using this policy in the current international situation.
