Przedmiotem niniejszego artykułu są pozamilitarne problemy bezpieczeństwa wewnętrznego Federacji Rosyjskiej. Celem jest określenie ich istoty, treści i zakresu, a także uwarunkowań oraz tendencji w zakresie bezpieczeństwa politycznego, ekonomicznego i społecznego (socjalnego), w tym także problemów demografi cznych, współczesnej Rosji, w kontekście międzynarodowych ambicji i roli Rosji, a także szerokiego pojęcia bezpieczeństwa państwa. Hipotezą główną jest założenie, że wbrew potocznej opinii najważniejsze dla Rosji wyzwania i zagrożenia bezpieczeństwa leżą w sferze działań wewnętrznych, a nie zewnętrznych, choć są one ich funkcją.

The article presents political and military factors of Polish involvement in external missions. The writer states that, due to the changing situation in the area of international safety, the principal form of military activity of the Polish Armed Forces in future will be ‘armed interventions’ conducted outside the territory of the country and within the operations of crisis reaction of NATO, the UE or a coalition of states appointed especially for that purpose. The thesis presented in Polish strategic documents – of a low probability of threatening the country with a military agression imposes a total redefi nition of tasks faced by the armed forces. In accordance therewith, they will include the participation in international operations, mainly performed in other than mentioned areas, such as: crisis response, anti-terror operations, stabilisation operations, security and protection of mining infrastructure and the channels of transmitting energy resources. The assumed goal of these actions is, fi rst of all, to complete the undertaken diplomatic and economic actions carried out in order to prevent and overcome confl icts. Simultaneously the extent of the involvement and the form of acting of particular contingents will be chiefl y impacted by the actions from the CIMIC fi eld, targeted for the achievement of not only military goals, but also of the social and economic ones.
