Dynamika zmian w środowisku bezpieczeństwa państwa wymusiła na państwach konieczność stworzenia strumienia swoistych usług bezpieczeństwa. Materiał przedstawia punkt widzenia autora na funkcjonowanie systemu bezpieczeństwa szczególnej organizacji jaką jest państwo podczas realizacji procesu zapewnienia szeroko rozumianego bezpieczeństwa. Autor podkreśla znaczenie kohabitacji na szczeblu strategicznym, gdzie wypracowane decyzje implementowane są na szczeblu taktycznym, a następnie w postaci szczegółowych zadań stanowią podstawę do podjęcia działań realizacyjnych na szczeblu operacyjnym. Podział systemu bezpieczeństwa państwa na cztery podsystemy (kierowania i trzy podsystemy wykonawcze) ułatwiaproces zarządzania tym systemem, a ponadto odpowiada współczesnym realiom międzynaro dowym oraz charakterowi współczesnych wyzwań.

The dynamics of changes in the environment of state security imposed on states the necessity of creating a stream of specifi c security services. The text presents the writer’s point of view on the functioning of a security system of such a special organisation as a state during the execution of a process of providing a widely understood security. The writer emphasises the importance of cohabitation at the strategic level, where the achieved decisions are implemented on the tactic level and then, in the form of particular tasks constitute the base for undertaking the executive actions at the operational level. The division of a state security system into four sub-systems (the managment one and three executive sub-systems) facilitates the process of managing this system and, moreover, meets contemporary international realia and the character of contemporary challenges.
