W artykule przedstawione zostały wewnętrzne i międzynarodowe uwarunkowania systemu zarządzania kryzysowego w RFN. Podstawowym determinantem organizacji zarządzania kryzysowego w Niemczech jest federalna struktura państwa, w ramach której reagowanie w sytuacjach kryzysowych dokonuje się na dwóch poziomach: krajów związkowych oraz federacji. Holistyczne podejście do współczesnego rozumienia pojęcia bezpieczeństwa, proces integracji europejskiej oraz członkostwo RFN w organizacjach międzynarodowych wpływają na internacjonalizację niemieckiego systemu, umożliwiając Niemcom aktywny udział w kształtowaniu europejskiej agendy zarządzania i reagowania na kryzysy.

The article presents internal and international deteminants of crisis management system in the Federal Republic of Germany. The primary determinant of the organisation of the crisis management in Germany is a federal structure of the country within which the crisis response takes places on two levels: federal states and the federation. The holistic approach to the modern understanding of the safety concept, the process of European integration and the memebership of FRG in international organisations infl uence the internationalisation of the German system, enabling the Germans to actively shape the European agenda of crisis response and  management.
