Zapewnienie i ochrona bezpieczeństwa obywateli jest obowiązkiem państwa. Związane z tym zadania państwo realizuje poprzez swoje organy wyspecjalizowane w zakresie przeciwdziałania i zwalczania wszelkiego rodzaju zagrożeń. Jednym z nich jest terroryzm, który stał się swego rodzaju symbolem opisującym współczesną rzeczywistość. Celem artykułu jest przedstawienie obowiązków państwa wobec zagrożenia terrorystycznego oraz nowych form terroryzmu.

Ensuring and protecting the security of citizens is the responsibility of the state. The state accomplishes these tasks through the specialized bodies in the field of counteracting and combating all kinds of threats. One of them is terrorism, which has become a kind of symbol describing contemporary reality. The aim of the article is to present the state’s responsibilities towards the terrorist threat and new forms of terrorism.
