Celem artykułu jest przedstawienie okoliczności zgłoszenia przez rząd prezydenta Aszrafa Ghaniego inicjatywy pokojowej i ocena perspektyw dla jej realizacji. Zarówno władze Afganistanu jak i Stanów Zjednoczonych, zdają sobie sprawę, że zakończenie wieloletniego konfliktu zbrojnego możliwe jest tylko dzięki skutecznie przeprowadzonemu programowi pojednania narodowego. Działania o charakterze zbrojnym mają nie tylko zwiększyć poziom bezpieczeństwa, ale także wzmocnić pozycję negocjacyjną afgańskiego rządu. Na drodze do pojednania stoi jednak wiele przeszkód, w tym przede wszystkich nieustanne ataki terrorystyczne przeprowadzane przez zbrojną opozycję. Główną tezą artykułu jest stwierdzenie, że osiągnięcie pojednania narodowego w Afganistanie to niezwykle trudny i złożony proces, w związku z tym nie należy oczekiwać, że zgłoszona na początku 2018 r. inicjatywa pokojowa szybko przyniesie pozytywne rezultaty.

The aim of the article is to present the circumstances of the government’s announcement by President Ashraf Ghani of the peace initiative and the assessment of prospects for its implementation. Both the Afghan and the United States authorities are aware that the end of a multi-annual armed conflict is possible only thanks to an effective national reconciliation program. Military actions are intended not only to increase the level of security, but also to strengthen the negotiating position of the Afghan government. However, there are many obstacles on the way to reconciliation, including, above all, the ongoing terrorist attacks carried out by the armed opposition. The main thesis of the article is the statement that achieving national reconciliation in Afghanistan is an extremely difficult and complex process, therefore it is not expected that the peace initiative announced at the beginning of 2018 will quickly bring positive results.
