The article presents the results of the audit related to the establishment and operations of the State Water Management Authority Polish Waters (PGW WP). The audit was a continuation of the previous activities of NIK aimed at assessing the tasks related to water management. The audit examined the regularity of the tasks related to the es tablishment and organisation of the PGW WP, as well as the way the entity performed its statutory duties. The audit analysed whether the PGW WP had been created in an appropriate manner, implementation of its tasks, the supervision by the compe tent minister, as well as the report on the annual financial plan implementation for 2018. The audit covered the Ministry of Water Management and Inland Navigation, six regional (marshal’s) offices, six local governors’ offices, and 19 organisational units of the PGW WP, including the National Board for Water Management, six regional water management boards, six water basin boards, and six water supervision units.

Rozpoczęta w 2017 r. reforma gospodarki wodnej miała m.in. zapewnić osiągnięcie fundamentalnego celu Ramowej Dyrektywy Wodnej, jakim jest pełna realizacja zlewniowej polityki gospodarowania wodami. Chodziło o wprowadzenie zarządzania na każdym poziomie: zlewni, regionu wodnego i dorzecza dzięki jednemu skutecznie działającemu podmiotowi. Powierzono je Państwowemu Gospodarstwu Wodnemu Wody Polskie (dalej: PGW WP lub Wody Polskie). Celem nowych regulacji był także trwały i zrównoważony rozwój społeczno-gospodarczy kraju pod względem wykorzystania wód i zapewnienia ich odpowiedniej dostępności oraz stworzenie nowego, efektywnego systemu finansowania gospodarki wodnej. Wyniki prowadzonej przez NIK kontroli jednoznacznie wskazują, że podczas tworzenia nowej jednostki, a także w początkowym okresie jej funkcjonowania, z tych zadań nie w pełni wywiązywały się zarówno PGW WP, podmioty bezpośrednio odpowiedzialne za jego powstanie oraz działanie, jak i organy nadzorcze.
