Abstracts

Globalisation has an objective character and has a significant impact on traditional functions of state. The co-authors of economic policy are global corporations controlling capitals that exceeds the wealth and national product of most countries. Their advantage is causing a decomposition of the system legal protections of workers. Private banks and loan institutions are co-authors of monetary policy. The dollar, as the world’s anchor currency, allows to burden other countries at the expense of the US trade deficit. As a result of military might of superpowers, countries are powerless in terms of military conflict and their sovereignty is drastically reduced. The Internet and mass media reduce the influence of traditional educational institutions: family, church and nation. The disseminated content is determined by the relentless laws of the capitalist market. Under these conditions, the state must seek for new instruments to discharge its natural tasks and defend its sovereignty.

Globalizacja ma obiektywny charakter i wywiera istotny wpływ na tradycyjne funkcje państwa. Współautorami polityki gospodarczej są globalne korporacje kontrolujące kapitały przewyższające majątek i krajowy produkt większości narodów. Ich przewaga powoduje dekompozycję systemu prawnej ochrony pracobiorców. Prywatne banki i instytucję kredytowe są współautorami polityki monetarnej. Dolar jako światowa waluta rezerwowa, pozwala obciążać inne państwa kosztem amerykańskiego deficytu handlowego. Na skutek militarnej potęgi supermocarstw, państwa są bezradne w razie konfliktu militarnego, a ich suwerenność jest drastycznie ograniczona. Internet, i środki masowego przekazu ograniczają wpływ tradycyjnych instytucji wychowawczych, rodziny, kościoła i państwa. Rozpowszechniane treści są determinowane nieubłaganymi prawami kapitalistycznego rynku. W tych warunkach, państwo musi szukać nowych instrumentów dla wywiązania się z naturalnych zadań i obrony suwerenności.
