Dokonuje także identyfikacji czynników, które mogą mieć wpływ na stan kadry naukowej w krajach Unii Europejskiej i w Stanach Zjednoczonych

The author discusses the problem of addressing the deficit of scientific personnel which was initially brought up in official documents and scientific literature in the eighties. In this article the author has identified the factors which can have an effect on the State of scientific personnel in the European Union and the United States.
