Często zauważany brak zaufania opinii publicznej do „nauki” jest związany z doradztwem naukowym. Doradztwo to, w obecnej skali, stanowi nową działalność, do której środowisko naukowe nie jest dobrze przygotowane. Wkład doradców naukowych jest regulowany przez decydentów, którzy realizują zgoła odmienne cele i założenia. W obecnych czasach doradztwo jest szczególnie potrzebne ze względu na wprowadzanie gospodarki opartej na wiedzy przy dużym zaangażowaniu państwa, lecz również ze względu na nieuniknioność „niezamierzonych skutków” . Istnienie doradztwa wpływa także na wychowanie wymagającej opinii publicznej, która poddaje krytycznej ocenie zarówno doradców, jak i udzielane rady. Oczekiwane reformy w zakresie doradztwa naukowego mogą spełniać wiele funkcji, lecz w przypadku braku jasności w kwestii doradztwa oraz jego cech strukturalnych reformy te mogą zostać zaprzepaszczone.

The frequently remarked public distrust of ‘science’ is focused on science advice. On its present scale, such advice is a new sort of practice, for which the scientific community is not well prepared. The contributions of science advisors are deployed by those in the policy process, who have quite different agendas. Advice is more required now because of the knowledge economy, with the deep involvement of the State, and also the inevitability of ‘unintended consequences’. It also fosters a sophisticated public, who subject both advice and advisors to critical scrutiny. The welcome reforms in science advice have a variety of possible functions, and, without clarity about them and about the structural features of the problem, there is a danger that they will be frustrated.
